Organic Waste Composting

The Commonwealth of Pennsylvania, the City of Philadelphia and other interested municipalities should develop and pilot a comprehensive organic waste composting program.

Food retailers in the U.S. produce significant amounts of organic waste, a small fraction of which is diverted for reuse annually. Supermarkets and other food retailers could see significant cost savings by composting this waste rather than sending it to landfills, but the infrastructure for a composting program at a significant scale needs to be created. Public sector resources are already strained, supporting ever increasing demand for solid waste management. A pilot composting program focusing on the food retail sector would significantly reduce the amount of organic waste disposed, and create a model for other institutional sectors to dovetail into once the infrastructure is developed. Savings for the public and private sector would be clear and measurable.
